The issue is if pardons can be given for unnamed crimes, crimes known and unknown, then any admin can do ANYTHING with impunity. Send your children to go to various foreign countries and solicit bribes for favourable treatment from the US. Pardon them at the end of your term. You just sold your country out with impunity. Have your associate arrange a hit on your political adversary. Pardon them before it is known what they did. This is not reasonable.
